For administrators, counselors, and teachers, a sense of Belonging is an indicator that our school culture is healthy. When students feel safe and valued, they learn. But in the mix of the day-to-day, Belonging can feel like a destination we are trying to reach without a map.
Fortunately, we don’t need to invent a new map. We already have the coordinates.
By integrating the CASEL Social and Emotional Learning (SEL) framework with the Pennsylvania Department of Education’s (PDE) definitions of Equity, Inclusion, and Belonging, we can see that SEL is not “one more thing” that must be taught. It is the bridge that connects our students to our schools and fosters that healthy school culture of Belonging.
Defining the Destination: What is Belonging?
Before we can build the bridge to Belonging, we must agree on where we are going. The Pennsylvania Department of Education provides clarity here on how it defines Inclusion and Belonging.
According to the PDE definitions:

Inclusion is “engagement within a community where the equal worth and inherent dignity of each person is honored”

Belonging is the result of that inclusion: it is “experiencing appreciation, validation, acceptance, and fair treatment within an environment”
.
Why It Matters
This is about creating conditions where “ALL learners and staff [can] be their authentic selves”.
The Blueprint: 5 Competencies That Build Belonging
If Belonging is the destination, the CASEL Framework provides the construction materials needed for our bridge. As shown in the Interactive CASEL Wheel, these skills ripple outward from the individual to classrooms, schools, and communities.
Here is where we, as educators, can put the 5 CASEL competencies into practice to build the conditions for Belonging that align with PDE’s definitions.
Self-Awareness: The Foundation of Authenticity
CASEL Definition: Understanding one’s emotions, values, and strengths.

The Condition for Belonging: Belonging requires authenticity. As the PDE definitions note, Self-Awareness “invites people to explore and reflect upon their own thoughts, ideas, and beliefs. This isn’t about judging oneself; it is about understanding who we are so we can engage in healthy relationships

For the Student: It looks like a student confidently articulating their learning needs or cultural identity without fear of ridicule.

For the Educator (Teacher/Counselor): We model this by acknowledging our own cultural lens and biases. We create space for students to explore their identities, so they feel “seen” rather than just “taught.”
Self-Management: Creating Safety
CASEL Definition: Managing emotions, setting goals, and showing self-discipline.

The Condition for Belonging: Safety is a prerequisite for Belonging. When a school environment is unsafe, students remain in survival mode. Self-management creates a predictable, regulated environment where equitable learning is possible.

For the Student: A student uses a “calming corner” voluntarily before a conflict escalates, preserving the safety of the classroom community.

For the Administrator: You support this by ensuring schoolwide discipline policies are consistent and restorative, not just punitive. This ensures “equitable access”
to a safe environment for all demographics.
Social Awareness: Seeing the “We.”
CASEL Definition: Understanding and empathizing with others, appreciating diversity.

The Condition for Belonging: This shifts us from “tolerance” to “appreciation”
. It helps us recognize that our schools include people of “varying lived experiences who have diverse needs” . -
For the Student: A student notices a peer sitting alone and intervenes, or listens to a diverse viewpoint without immediate judgment.

For the Educator (Teacher/Counselor): We reflect on our curriculum. Are we providing “access to resources and rigor”
that reflects the diversity of our students? When students see themselves in the text, they feel they belong in the academic conversation.
Relationship Skills: The Tools of Connection
CASEL Definition: Forming positive relationships, communicating clearly, and working in teams.

The Condition for Belonging: Belonging is active. It requires the ability to navigate conflict and collaborate. The PDE definitions emphasize that these skills prepare youth for “global citizenship” and “civil dialogues”

For the Student: Students use “I statements” to resolve disputes, repairing relationships rather than severing them.

For the Educator (Teacher/Counselor): You facilitate this by teaching conflict resolution protocols. When a relationship is broken, you guide students through restorative practices that honor the “inherent dignity of each person”

Responsible Decision-Making: Protecting the Community
CASEL Definition: Making constructive choices about behavior and social interactions.

The Condition for Belonging: Trust. Belonging deepens when we know our peers and leaders are making choices that consider the collective good.

For the Student: A student considers the impact of a rumor or a safety violation on the wider group before acting.

For the Administrator: We foster this by including student voices in decision-making (e.g., student councils or climate surveys). This moves students from being passive subjects to active citizens who feel ownership of their school culture.
From Framework to Feeling
The PDE definitions remind us that educational communities are seeking clarity around the “purpose, intention, and need” for these practices
The answer is simple: Belonging is SEL in action.
When we teach these competencies, we aren’t just checking a box for compliance. We are building a school where:
- Self-awareness allows us to show up as our authentic selves.
- Self-management keeps us safe.
- Social Awareness helps us see and value one another.
- Relationship Skills help us connect.
- Responsible Decision-Making protects our community.
For administrators, teachers, and counselors, this is the work. It is the bridge we build every day to ensure every student enters our educational spaces knowing they are appreciated, validated, and accepted.
