Multi-Tiered Systems of Support (MTSS) Learning Events

Beginning in the spring of 2025, MCIU and six other Intermediate Units started planning how to advance MTSS across Southeastern Pennsylvania. It was our intent to broaden our collaborative networking opportunities to help educators strengthen their MTSS frameworks, aligning supports for ALL learners.

Keynote

Integrated MTSS:

Building a Connected Framework for All Students

Provides an overview of Integrated Multi-Tiered System of Supports (I-MTSS) to meet the academic, social-emotional, and behavioral needs of all students. Participants will explore the core elements of I MTSS, including the alignment of evidence-based academic, social-emotional, and behavioral instruction and interventions, a coordinated assessment continuum, and data-based decision-making across tiers. The session will also highlight the role of district and building-level leadership, infrastructure, professional learning, and continuous improvement in supporting effective implementation. Practical examples will be shared to demonstrate essential I-MTSS practices in action.

Learning Objectives:

- Explain how an Integrated Multi Tiered System of Supports (I MTSS) differs from fragmented initiatives and describe its purpose as a unified framework for addressing academic, social-emotional, and behavioral needs.
- Identify the core components of I MTSS, including integrated evidence based instruction and intervention, a coordinated assessment continuum, and data based decision making across tiers, and district- and building-level infrastructure to sustain implementation.
- Apply examples of essential I MTSS practices to develop a shared vision of how supports can function together as a cohesive, systemwide approach.

Timothy J. Runge, PhD, NCSP

Timothy J. Runge, PhD, NCSP, is an Educational Consultant with the Pennsylvania Training and Technical Assistance Network, Central. He is the co-lead of the Multi-Tiered System of Supports (MTSS) initiative and serves on the Learning Engagement and Environment and School Psychology initiatives. Dr. Runge was previously a school psychologist in public schools and a school psychology faculty member at Indiana University of Pennsylvania. His interests include integrated MTSS frameworks; measurement of responsiveness to intervention (RTI); the use of RTI for the identification of specific learning disabilities; equitable practices in school systems; school-based behavioral health; and comprehensive school psychological services.
